課程概述 |
中東地區為當今國際關係多事之秋所在。以阿問題、伊拉克及阿富汗戰爭、敘利亞內戰、伊朗核武威脅、以迄近年?莉花革命之成敗等，均幾為每週甚或每日必見之國際新聞，其問題導源之宗教、族群因素同時與國際強權幕後角力時時糾葛。恐怖主義在此興起與目前國際政治主要內容之反恐亦根源於此，而影響世界深遠。故如對此地區有所瞭解將必然增加瞭解今日之國際關係也。台灣作為國際舞台中之雖小但重要一角，與此地區國家間之關係為何？國家利益何在？誠頗值願學習者一探。 |

課程目標 |
教學目標
為使同學對中東地區國家有較深入之瞭解，並可能成為一位台灣對中東國家關係之參謀或決策者，本課程之教學目標有二：
(1)對中東國家能有深入瞭解
首先探討中東國家之歷史與地理、文化與宗教等二大背景。分二週四小時授課。次就當前重大問題如：?莉花革命（阿拉伯之春）、恐怖主義與恐怖分子、民主化議題、石油能源與核武擴散等四大議題，及有分國加強研究必要之以阿戰爭、伊拉克與阿富汗戰爭、敘利亞內戰等三大議題，均作學術性研究，共七週十四小時授課。
(2)台灣與中東國家關係之探討及相關政策研究
以教師在外交部服務期間曾擔任巴林、土耳其及科威特三館館長共十二年之經驗, 提供台灣與中東國家間(不只三國)實質關係現狀與困難，及作為一位政策執行者，對如何擬定政策、主要重點所在、擬定過程及執行效果等作一探討。本主題將分九週十八小時教授：我中東政策及如何決策、我在阿拉伯聯合大公國、約旦、沙烏地阿拉伯、巴林、以色列、科威特、土耳其等七國面臨不同挑戰之個案研究（Case Studies）。最後一週作為整個課程之回顧與結論。

第十五週 以色列－如何在友我且不懼中共的以色列及其敵對之阿拉伯國家間維持平衡交往
第十六週 科威特－如果你是科威特外交官員如何在石油大買主台灣及聯合國安理會會員國之一的中共間，維持平衡交往
土耳其－土國之國力及戰略位置引起列強，包括中共之注意及爭取，我亦欲提升台土關係，如何去做

(1) 每位同學可在第二週至第十七週共十六個主題中任選一週主題撰寫約2000字之研究報告（包括註解），並於上課前一日上傳CEIBA網站，以供全班下載閱讀。題目之選擇如有雷同，則須事先協調或抽籤決定。教師並將提示書面報告之寫作重點。
(2) 每週上課開始由同學作約20分鐘之口頭報告，然後由教師提出問題引導相互討論，最後由教師講評。
